Some guy in Texas was at a traffic light next to one of those buses that transports senior citizens, and he started filming the driver because he noticed him trying to light something in a glass pipe. When the driver realizes he’s being filmed, he pulls away.
The guy follows behind and you can see the bus having a tough time staying in its lane. So it’s possible the driver was smoking some sort of illegal drug, such as meth or crack.
